Account opening, closing, or management

I was trying to send remittance ( amount of {$210.00} ) to my sister in the XXXX to pay for the tuition of my other siblings via REMITLY.COM of Remitly INC. I sent the money online on XXXX XXXX, 2015 and paid {$3.00} fee so the money will be received minutes after it was sent. Minutes after I sent the money, I received a message from REMITLY saying its taking some time for their partner bank to respond. So I called them up to check the status of my remittance and they told me the same thing that it is taking sometime for their partner bank to get back to them and they told me that maybe its because it is weekend ( I called Remitly on Saturday and Sunday ) in XXXX. So I waited till Monday but still nothing happened. So I called them up again to know what is going on but they told me the same excuse ( of their partner bank not responding ). I complained to them about why they are charging me a fee for a service they can not deliver. To appease me they told me they will waive the fee. But till now I have not received any reimbursement. The reimbursement of the fee does not really matter as much as to where my money went. They told me that their partner bank still has not gotten to them. I was getting frustrated because the money is already needed to pay for my sister ‘s tuition. I told them to just cancel the transaction and give m my money back so I can utilize other avenues to send the money. They told me they can not do that and that they will get back to me as soon as they hear from their partner bank. It is now Wednesday ( XXXX XXXX, 2015 ). It ‘s been 5 days since I sent the money and nothing is happening. I keep calling Remitly and all they answer me is their partner bank has not responded yet. I am writing this complaint because first I needed my money back because I need to send it to pay for my sister ‘s tuition ASAP ; 2nd the company charges for a service they can not provide ; 3rd Remitly continue to do nothing to resolve my issue. All I need is for the transaction to get cancelled and my money back to me if they can not carry out the service they are supposed to do.
